EXAMINATION

Analytical Examination:-

The exhibits examination work of Forensic Science Laboratory at Sagar is divided in above 8 divisions under the discipline of Physics, Chemistry & Biology. In addition to it a Training cell is also working. The Joint Director is the head of each division and is supported by Senior Scientific Officer, Scientific Officer, Lab. Technician, Lab. Assistant, Lab. Attendant for examination of cases. The work under taken in each division is as under:-

Biology and Serology Division:-The division is equipped with the state-of-art technologies and expertise to carry out all types of analytical works related to forensic biology. The biological analysis includes detection and establishment of any biological fluids like Blood stains, seminal stains, saliva, sweat, urine, milk etc. to ascertain their origin and to establish their blood group. Serological examination of blood stains and other biological stains of human and animal hairs. Morphological examination of human and animal hairs. Plant & vegetable material e.g., seeds, leaf, bark, wood, flower, etc. Identification of minute vegetables forms such as micro organism, algae, fungi, moulds, etc.

Ballistics Division:-The Ballistics Division is equipped with requisite technology and expertise to handle cases of firearms. The work involves examination of firearms to determine the nature and type of weapons used in the crime; range of firing, linking fired bullets/cartridge caseswith the suspect weapons, pallets, wads, burnt and unburnt powder grains and checking of mechanism of the weapon for the evidence of accidental discharge.. To ascertain their caliber, make, model, type and to a establish link to the fire arms and crime.

Chemistry Division:-: To determine qualitative and quantitative composition of Chemical powders, dyes, organic and inorganic substances. Presence of inflammable fluids in burnt residues of arson and fire cases. Adulteration in edible oils, petroleum products, cement, clay plastics, rubber and other material to ascertain its presence, purity, genuineness etc. Cases pertaining to traps referred by special police establishment of office of the Lokayukta.

Excise & Narcotics:-Estimation of alcohol in factory / country made liquors. Identification of Opium, Cocaine, Ganja, Bhang, and allied products. Identification of Heroin, LSD, Brown Sugar and other narcotic drugs and Psycho-active substances

Explosives:-The analysis of explosives involves the examination and opinion on explosives (Civil, Military and IEDs) and explosive devices used in crime, riots, police firing, encounters etc. re-construction of scene of crime/ explosion etc. laboratory analysis of explosives and their detection.

DNA Finger Printing :- DNA Profiling Division is equipped with requisite technology and expertise to handle cases of DNA profiling

Physics Division :In Physics division different types of examinations are carried out like examination of paint, glass, soil, fibres, metallic pieces, threads and ropes, cloth pieces, struggle mark and cut marks on cloth, knot examination, examination of metallic seals, postal seals, deciphering of erased chassis and engine number of vehicles, registration plate of vehicles, examination of tool marks, etc. The division is also carrying out the examination of Matching of skull with photograph. Document examination pertaining to alteration, addition, obliteration, erasures, seal marks comparisons, paper, ink, typed & printed matter.

Toxicology:Estimation of human and animal viscera for presence of poisons of vegetable, pesticides & insecticides, inorganic, alcohol, drugs and alkaloids origin. Examination of vomit, blood, urine, stomach, wash, food, tablets powders, syringes, needles and other substances seized at crime scene for determination of poison.

Voice Analysis Division : The division examination of telephonic and direct recording to identify the Speaker.A very advanced version of computerized Voice Spectrograph namely Computerized Speech Lab Model CSL-4500 is being used for analysis of Speaker Identification cases.

Training Cell –

  • Arranges training programmes for new entrants to the scientific cadre and acquaint them with the working of Forensic Science Laboratory.
  • Conducts selection and training of M.P. Police team for All India Police Duty Meet.
  • Co-ordinates with Police Academy for conducting training of police personnel in Forensic Science.
  • Also arranges special lectures to Judicial Officers, Students of Criminology and Forensic Science and Officers of other Govt. Departments

Functions of Laboratory

  • The cases with articles are sent by Supdts. of Police of the Districts or equivalent designated officers of other branches of Police with the written requisition for examination which is entered in the same order. However important cases on special requests are given priority. The reports of examined cases are sent to the senders. At the time of trial in courts, the related examiner of the case visits the concerning court on summons for presentation of his report.
  • A fee of Rs. 100/- per case is charged, for the cases referred by other than Police Departments, which is likely to be enhanced.
  • "Species identification and blood grouping." of blood, semen, saliva etc. is carried out in the Laboratory. The cases which remain unexamined due to shortage of staff and space at FSL Sagar, are referred to the Serologist, to the Government of India, Calcutta.
  • The Director, FSL on requisition from appropriate authority makes available the services of special experts of concerning divison of FSL to visit the scenes of crime.
  • The Director, FSL, Sagar submits monthly & annual administrative reports of the laboratories to A.D.G., C.I.D., P.H.Q. Bhopal.
  • The SFSL, Sagar has the following divisions which are rendering forensic support services to the various Investigating Agencies in scientific analysis of exhibits and collection/detection of relevant physical clues from scenes of crime.
